Astrion has an exciting opportunity for a Program Manager for the OETS program, supporting the Navy Division.

The Program Manager will be a key player in the Navy Division’s growth and execution strategy. This PM will lead operations for key Navy Division programs and will work to identify, capture, then lead and grow new Navy contracts. 

 

JOB DETAILS

LOCATION:   Ventura, CA 

JOB STATUS: Full Time

TRAVEL: Up to 20%

Must be available to travel to CONUS, Alaska and Hawaii locations approximately 20%

 

REQUIRED QUALIFICATIONS / SKILLS:

  • Bachelor’s degree in a Science, Engineering, or related field.

  • Professional engineering registration (PE)

  • Must be able to maintain a Top Secret level clearance.  Current U.S. Citizenship Required
  • A minimum of ten years experience in Program Management and Government Contracting. Demonstrated knowledge of contract administration and experience in multi-project supervision.

  • Recent relevant experience in Ocean Engineering, operations and cable system design/test/evaluation, acquisition management, and specification development.
  • Experience in directing the integration of a program/project team which includes: engineering, purchasing, fabrication, installation, testing, quality assurance, documentation and financial administration supporting multi-year projects.
  • Knowledge of DoD contracting procedures and regulations and significant experience executing contracts with the US Navy.
  • Strong financial acumen and experience managing project budgets; to include meeting revenue and margin goals.

  • Excellent leadership skills and experience staffing, developing and leading multi-disciplinary teams.

  • Possesses the ability to effectively communicate orally and in writing.

  • Demonstrated Risk and Opportunity management skills.

  • Proven ability to meet/exceed customer expectations; build robust and meaningful customer relationships.

     

RESPONSIBILITIES:

  • Provide project management and systems engineering support to the government program manager.
  • Play a key role in the capture process for Navy opportunities.
  • Ensure successful contract execution for assigned programs and analyze overall program health to maintain cost, schedule, and performance objectives.
  • Oversee the execution and timely and successful first-pass delivery of contract obligations to ensure customer satisfaction.
  • Lead and manage program teams, ensuring effective collaboration and performance.
  • Successfully manage subcontract and supplier teammates.
  • Foster a positive and productive work environment within the team.
  • Staff and manage open positions within the program team promptly.
  • Monitor and manage project finances, ensuring adherence to revenue and margin goals.
  • Maintain a business rhythm to ensure regular communication with external ternal clients.
  • Serve as the Astrion Point of Contact for the customer, ensuring expectations are managed and met.
  • Develop and deliver various briefings/schedules of program status and acquisition tasks to senior management.
  • Ensure implementation of best practice Program Management principles to achieve continuous process improvements, efficiencies, and potential cost avoidance.
  • Support risk and opportunity assessments based on evaluation of the customer’s needs, schedule, technical risks as well as programmatic, funding and cost realism.
  • Identify and successfully execute opportunities for on-contract growth.

PREFERED QUALIFICATIONS:

  • Master’s degree in a scientific or engineering field.
  • PMP (Project Management Professional) certification or equivalent.
  • Demonstrated success in managing government contracts with a focus on meeting revenue and margin goals

 

SALARY RANGE: Estimated $150,000 USD/anually depending on experience.
