Astrion has an exciting opportunity for a Security Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB).  The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

 

The Security Manager will be under the oversight and management of the Special Security Officer (SSO) and assist the Government Special Access Program (GSSO) and Chief, IP (CIP and Government Special Access Program (SAP) Security Officer (GSSO) in the following security disciplines: physical, personnel, information, and industrial security in support of the 552nd Air Control Wing’s security oversight and management.  This is to protect resources from the espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to the organization’s mission interest, national defense, or national security.

REQUIRED QUALIFICATIONS / SKILL

 

  • Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
  • Understanding of counterintelligence threats and trends
  • Familiar with security policy/manuals and the appropriate DoD and Air Force directives, manuals and instructions
  • Familiarity with DISS
  • Basic knowledge of the DD Form 254 and how it is incorporated in the Air Force acquisition process
  • Able to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel and industry partners
  • Demonstrated maturity and ability in handling sensitive information regarding acquisition programs, exercises, personal matters of a potential derogatory nature, or military activities with discretion and sound judgement
  • Able to accurately convey information both in written and verbal format

Other requirements may include but are not limited to:

  • Must be willing to travel within organizations direct area of responsibility
  • Must be willing to adapt to contingency schedule if required by unit in unusual cases of emergency or critical mission support need
  • Must be able to identify classified documents/information, and know proper safeguarding
  • Must complete all required security training in accordance with DoD and Air Force regulations for those filling the role of security assistant.

  • Understanding of cloud-based classified systems and connections is preferred

RESPONSIBILITIES:

 

Security Functions 1

  • Researching and preparing classified material-related policy and management recommendations, to include reports and recommendations related to security clearance processing activities with appropriate government personnel to achieve mandated clearance actions. 
  • Certifying and receiving SCI visitor(s) clearances/accesses, conduct SCI security briefings, indoctrinations, debriefings, conduct training on classified material /SSO-related material and topics; obtain, process and file signed nondisclosure.
  • Review and keep current guidance such as fixed facility checklists for SCIFs, requests for Temporary Security Working Area (TSWA) permits and required standards for collateral open storage facilities. 
  • Ensure the Emergency Action Plan (EAP) is written, current, implemented, and tested as required. 
  • Working knowledge of policies and procedures involving Anti-terrorism and Force Protections (AT/FP) requirements policies, procedures, and program status.
  • Approve Restricted Area Badges, AF-1199, and certify issuance of badges, conducts badge inventories, and ensures proper destruction of AF Form 2586. 
  • Coordinate the approval of physical access to facilities for personnel assigned to other military installations.  

Security Functions 2 

  • Perform the full range of security duties and assignments IAW DoD 5205.07 volume 1-4, DoD Joint Special Access Program Implementation Guide (JSIG), DoD 5200 volumes 1-3 in support of  552 ACW’s Advanced Programs (AP) in accordance with the following criteria:  Interpret Director of National Intelligence (DNI), Defense Intelligence Agency (DIA) and DOD directives and provide technical advice and guidance on personnel, industrial, physical, and information security program standards.  
  • Maintain applicable security directives, regulations, manuals, and guidelines to adequately discharge GSSO duties and responsibilities.
  • Ensure classified and sensitive resources are properly accounted for, controlled, transmitted, transported, packaged, and safeguarded. 
  • Ensure all classified information and products are destroyed IAW authorized/published directives. 
  • Ensure all classified information and products are disseminated only to persons authorized access to the material and have an established need-to-know. 
  • Assist inquiry officials to investigate security violations, make recommendations to the Chief GSSO on site and prepare and/or review required reports related to the investigation. 
  • Maintain liaison with other unit security officials to ensure all security requirements/documents are met.   

Security Functions 3 

  • Implement personnel, information, industrial, physical and TEMPEST security programs per established security directives. 
  • Perform all aspects of the Personnel Security Program to include, nomination interviews, validation of SCI access requirements and submission of investigative requests.
  • Ensure that procedures and policies relative to evaluation, maintenance, and review of Personnel Security Investigations (PSIs) for all civilian, military, and contractor personnel are established and properly administered.
  • Manage DISS to ensure it reflects proper personnel accountability. 
  • Process all derogatory information concerning indoctrinated individuals under their security purview. 
  • Assist commanders and directors with establishment of Personnel Security Incident Files. 
  • Provide physical security support and ensure all current and future SCIFs and or Special Access Program Facilities (SAPFs) comply with physical security standards outlined in Intelligent Community Directives (ICD) 705 and other applicable directives/established policies. 
  • Prepare and revise, as needed, all physical security accreditation paperwork, to include the fixed facility checklists, TEMPEST addendums, and construction security plans. 
  • Ensure appropriate accreditation documentation is available for each facility and that it is aligned under the proper security cognizant authority.
  • Ensure that each facility under their security purview conducts annual self-inspections of their SCI and/or collateral security programs. 
  • Support information, industrial, personnel and physical security programs and execute nondisclosure processes and applications with training aides and provide security briefings to personnel holding collateral and SCI clearances. 
  • Assist the government in managing the control access program security clearance processing, to include, but not limited to Program Access Request (PARs), Defense Central Index of Investigations, Operations security (OPSEC), and Physical, Technical, and Industrial Security.  

Security Functions 4 

  • Provide all security awareness training certificates to the COR as required by C.F.R.32 regulations.  Security awareness training includes but is not limited to: Sensitive Compartmented Information (SCI) training, unauthorized disclosure training, also known as, non-Disclosure training, and North Atlantic Treaty Organization (NATO) training.   

Security Functions 5 

  • Provide access to facility personnel via the facility’s Access Control System (ACS). Responsible for processing unit personnel utilizing the Defense Information System for Security (DISS), process facility security accreditation packages, process security-related assessments and evaluations, process classified material audits, inspect classified material storage facilities, SCIFs and GSA approved containers.
  • The Security Manager shall meet the requirements of and ensure all deliverables comply with DoD and AF Information Protection (IP) policies, specifically DoDM 5200.01 Vols 1 - 3_AFM 16-1404 Vols 1 - 3, DoDM 5200.02_AFM 16-1405, and DoDM 5220.22 Vol 2_AFM 16-1406 Vol 2.  The Contractor shall support all interdisciplinary IP activities, and provide the following IP specialist support as assigned:  
    • Coordinates with and assists serviced security assistants with all aspects of the security clearance investigation process; initiate e-App, conduct reviews, process applicate access requests, etc.
    • Manage and track all Personnel Security (PERSEC) Incident Reports (IRs). 
    • Maintain access to multiple systems (DISS, NP2, NBIS, etc.). 
    • Conduct annual, lateral and vertical self-assessments, and perform Staff Assistance Visits (SAVs). 
    • Trains assigned security assistants on their duties and responsibilities.
    • Provide oversight of the security incident inquiry/investigation process and analyzes security violations and infractions to determine security impact.
    • Manage and track all Information Security (INFOSEC) Security Incidents.
    • Provide technical guidance and advice on all aspects of the Air Force IP Program, security risk assessments, and IP related policy staff packages.
    • Oversee and integrate on-base contractor operations into the IP Program.
    • Coordinate with multiple internal and external agencies, as needed.
    • Provide management and support for the Foreign Travel Program.
    • Validates construction standards for open storage area and vaults, and recommends supplemental safeguarding standards, based on a risk assessment, prior to approval.
    • Coordinate access, security, and security response actions involving classified information and Controlled Unclassified Information (CUI) on Information Technology (IT) systems, as needed. 
    • Provide assistance to the Chief, Information Protection (CIP) and support other assigned IP office members with duties and/or responsibilities.
    • Other IP related duties/responsibilities as assigned by the CIP.
